I travel to New York in July and want to stay in or around the area of Battery Park. Is there a cheap hotel, but decent in the region, that someone can recommend? I've never been to New York would not be so familiar with the bad sides.

There are no "bad parts" in a couple of miles away. Anyone can stay in the city and pay you get good reviews on sites like TripAdvisor.
If this fails, try the hotel strip along the coastline in Jersey City who are "only" about $ 200/night...it 's 20 minutes in Battery Park may For a similar price you are likely to find something smaller and guided the tourists in Times Square in Midtown West.
